Stability Versus Liberty

The primary political requirement of human beings is not liberty—it is stability. Hobbes understood that people want their government to protect their life, property, and way of life. In case there is a conflict between liberty and stability, most people will tolerate a loss of their liberty but they will never tolerate instability.
